Fairy Tail Z is a non-canon, an alternate universe Fairy Tail roleplay site, which takes place five hundred years in the past - meaning the world is vastly different from that seen in both the manga and the anime. It's a much darker time for all of humankind, but it's mages that faces the most hardship. Those with magic suffer decades for simply being born with the 'curse' of magic - or the 'gift' of magic, depending on who is asked.
For decades, oppression the only thing most mages have known. Perhaps the older mages recall what it was like to be free, to walk without fear of being forced into the camps created by the government to contain them. Before the people of Fiore had succumbed to their own hate and fear mongering - before the riots, and the witch hunts had started. Before the government sent their best men, among them mages whom had opted to hunt their own so that they might survive without having to live in the camps (and yet, lacking true freedom as they were constantly supervised and threatened with the same fate). Before the dark times, they discovered their ultimate weapon and wielded it like a child with a magnifying glass hovering over an anthill.
The government had discovered rare crystals deemed 'lacrima' - specifically a particularly strong type of lacrima, which could neutralize the magic of anything or anyone near it, rendering a mage defenseless in a fraction of a second. Previously, the government had no means of controlling a mage, even when they were captured, they often escaped once more, but the lacrima changed all of that. This precious crystal turned all mages near it into mere humans, and the world government abused this crystal to the fullest of their capabilities.
Armies marched into towns and cities, ripping mages from their families and homes, forcing them into a life of confinement. Not all were captured, of course, but they were hunted mercilessly, and many died in the process. Revolutionaries fought to try to free their kind, but their success was limited, even if they did become 'notorious criminals' in the process of trying to fight for equality - a word which many sneers at to this day.
The mages, weakened due to the neutralizing lacrima, were forced to live dirty little lives in camps throughout Fiore for over fifty years. Here they had a bleak existence riddled with hard work and cruelties. They had families, and were forced to work to sustain their way of life by growing crops in soil that was lacking nutrients, drinking from dirtied water supplies that needed to be boiled just to take a sip of, and living in the rest of the filth that Fiore had rejected. Though the government were happy to confine them to these camps, they gave the mages little more than oppression and an air of tension and distaste.
Many years passed, and many more mage children were born into these camps, but the 'normal' people of Fiore never really changed their opinions of mages, nor did they wish to. It took a great deal of pressure from 'rogue mages', as well as new members of the government with fresh ideals, morals, and values, to realize that mages were human. They were flesh and blood. They lived, they breathed, they died, and yet; they got treated differently from others that didn't have magic. Fifty years in confinement, and during the last five that someone thought to stand up for the mages and give them a chance to live, not just 'survive'. The struggle was hard and fruitless to begin with, but over that five-year span, more supporters were gained and after a great many arguments and protests, the camps were disbanded, deemed inhumane. Those mages that had not proven to be violent, or a hazard were set free in a world that was unfamiliar to them.
This happened so recently that many are just receiving news that mages are running independent. As a majority, the 'humans' oppose to mages, they hate them, fear them, and want them to be locked away - while the mages hate and fear the humans which hold the ability to oppress them once more. The government is torn between the decision that it made to disband the camps, with some believing it a step forwards and many more thinking it to be a giant step backwards. Hostility is high, and tension is thick enough to suffocate, and while the oppression has ended, mages are still not entirely welcome in most places - merely stepping into towns can cause the people to flood and crowd the mage, wielding pitchforks and torches. Many fear traveling alone, and this caused like-minded mages to band in conjunction as one.
These are the beginnings of the mage guilds, small collections of mages that have banned together for the sake of their own survival. This is the beginning of a new era of Fiore, an era on the brink of a war which may cause the different sides to view their 'enemies' in a new light.
It may be the beginning of an age where the humans will need the mages, or perhaps the beginning of a brand-new age of oppression.
The era is still young and there's much yet to be determined - but one thing is for certain.
